Different legislation

CDM Principal Designer sits under the Construction (Design and Management) Regulations 2015. The Building Regulations Principal Designer duty was created by the Building Safety Act 2022. These are separate statutory regimes with separate duties.

Different scope

CDM PD manages construction-phase health and safety coordination. The Building Regs PD is responsible for demonstrating design compliance, evidencing team competence, and managing the information required at each gateway stage.

Gateway 2 does not move until the right information is in the right format, signed off by the right people. If the Building Regs PD appointment is treated as an afterthought, the programme pays for it. So does the building owner.
